GEORGE TOWN, June 12 – Minister in the Prime Minister’s Department, Tan Sri Dr Koh Tsu Koon today alleged that the DAP-led government has failed to table to the people the Penang Industrial Master Plan after Chief Minister, Lim Guan Eng made an announcement on it about a year ago.
Koh, who is also a former chief minister of Penang, said Lim announced the plan at a seminar to promote investment to international investors in Singaporein June last year.
“It has been 12 months since the announcement but it remains just talk. I urge the Chief Minister to reveal his plan after administering the state for three years,” he said when opening Penang Barisan Nasional’s (BN) annual convention here today.
He said the state government should have its own plan for the development of Penang and not just ride on the Federal government.
” When BN was ruling Penang, we had development plans every 10 years. But the present state government uses an ad hoc approach to seek publicity and has only achieved publicity,” he said.
Koh said the failure reflected the actual performance of the state government which apparently practised the concept of CAT (Efficiency, Accountability and Transparency).
“Is this a CAT government or a cat government? I will not be surprised if he announces the master plan in two or three days as I am familiar with his attitude,” he added.
Meanwhile, Koh who is the state BN chairman, said Penang BN was getting stronger after failing to maintain its position in the state in the 2008 general election.
Asked to elaborate on the problems surrounding the Penang Hill funicular train service which frequently broke down and failure to provide a horse riding zone at Batu Feringghi beach here, which resulted in an accident, Koh said this proved the state government was not a good administrator.
He said the two incidences showed how disorganised the state government was so much so it could not even solve minor problems.
